The ENIGMA project, of which Innova is partner, is preparing for its 2nd training session on Pre-Commercial Procurement (PCP) Business case that will be held on 16th January 2014 in Stavanger, Norway.
ENIGMA is a FP7 project that aims to implement a joint transnational PCP procedure in the field of public lighting. The project offers opportunities for public authorities to participate, exchange and learn, by creating standard procedures for transnational PCPs that can be adapted to their local contexts, by providing in situ and online training sessions on PCP, by organizing mutual learning opportunities in the form of study visits, and by developing an online learning platform.
The main objective of the 2nd training session is to assist contracting authorities/public procurers in making informed decisions regarding the viability of a proposed PCP project.
All municipal projects – whether PCP or not – present inherent risks that things will not go as planned. The level of risk is exacerbated by factors such as the size, the complexity, the novelty and the type of project, its cost and its length. Therefore, before deciding to embark on a PCP initiative, the contracting authority should undertake an extensive analysis of the risks and factors that may hamper/jeopardize the initiative in order to ensure that it makes the right decisions at the appropriate stages. By following all steps of the Business Case, a municipality can check in advance whether the PCP is an affordable, viable, value-for-money initiative. This procedure also gives cities an overview of the potential risks the PCP project might incur and how to manage them.
